Then it's part of documentation.

Now, in the GNU Project manuals use the FDL,

Small supporting files are often licensed permissively,

Permissive licenses are usually compatible with copyleft licenses:

* On the one hand, permissive licenses generally allow distributing the
derived works under other licenses, including the copyleft ones.
* On the other hand, permissive licenses as a rule don't include requirements
that any particular copyleft license wouldn't already have or allow.  When the
permissive license does, that makes it incompatible because the point of
copyleft is to forbid arbitrary requirements.
