Go to your project page:

  https://savannah.gnu.org/projects/scm/

As admin you should see a navigation link in the Administration area
for "Select features".

  https://savannah.gnu.org/project/admin/editgroupfeatures.php?group=scm

The first link in the form is for the home page link.  It is enabled.
Edit the rightmost column "Alternative Address" field.  Then Submit.
