Cannot commit because "cvs.sv.gnu.org: Connection timed out"

Hi,

since the last successful upload at or shortly after 25 may 2021 i
cannot commit to CVS any more:

  $ time cvs commit -m 2021.08.30.103430
  cvs commit: Examining .
  cvs.sv.gnu.org: Connection timed out
  cvs [commit aborted]: end of file from server (consult above messages if any)

  real    2m7.234s
  user    0m0.004s
  sys     0m0.000s
  $

The CVS repo was created about 10 years ago according to instructions
which i got as new GNU maintainer. My memory is dim in this aspect, i have
to confess.
It keeps the web appearance of GNU xorriso
  https://www.gnu.org/software/xorriso/

The only file which looks like knowing a remote server is CVS/Root
which says
  :ext:scdbackup@cvs.sv.gnu.org:/web/xorriso

Any proposals what to do ?
