The workflow for import must start with importing the resource through
a file manager, and then select the SCORM file and then choose the
action 'import'.

second, if a SCORM file is imported, we should not be able to import
the same course again.  Please add a check.  As soon as an import file
is uploaded, calculate the md5sum, to know if the file is same or
different.

I will test the import and then send more feedback.
