I believe that people should be able to delete data.
Without much creativity I can think of situations where one might have
accidentally uploaded the wrong image file which may be personal,
inappropriate or just not desired.
The copyright problem scenario you describe is another one.
So I'm strongly for allowing "true deletion" by the user and would
suggest implementation in the file manager in a way that the user can
select one or several files, and then click "delete."
