No; stick it lower down:
>                "${DAEMON}" -p "${SOCKET}" -f &

^ on this line, so it reads "-f -r 15 &".  I have an updated FreeBSD rc
script in CVS that uses rc.subr and is much easier to change flags. 
With the new setup, you'd just put this in /etc/rc.conf:

spamass_milter_flags="-r 20"
