Subjects not being re-written

Platform: Sendmail 8.13.1, spamassassin 3.0.1, spamass-milter 0.3.0
(along with clamav and clamav-milter 0.83).

The subject is not being re-written if a message scores high enough.  I
know the SA config is correct, because I can pass an email to spamd
using spamc, and the message will be returned with a modified subject.  

Now, all mail is definitely passing through the milter.  The messages
are being tagged and scored, and the X-Spam-Status flag is set to "Yes".
But, the subject isn't being re-written on a score greater than 5.0.

Any help would be appreciated.
