The -p option is mandatory; it won't start without it, so your startup
script is probably adding that.

Try adding "-d misc" to the commandline, which should cause a line like
this to get logged for any rejected mail:

Jun 25 00:08:56 email1 spamass-milter[1393]: Rejecting

Also, check one of those spams that got through and see if it has an
"X-Spam-Flag: YES" line.  This is the header spamass-milter looks for
when you are using the "-r -1" option.
