speechd-el intentionally doesn't support Emacs terminal emulator.
Speaking in terminal means implementing a screen reader. This is not
what speechd-el is about and there are already several good screen
readers available, such as yasr or BrlTTY. (IMHO there are also much
better terminal emulators than the one in Emacs.) So implementing a
screen reader in speechd-el would be out of the speechd-el scope and it
would be a duplicate work.
I'd recommend you to use a screen reader with a terminal emulator of
your choice for running terminal applications. Of course, there may
occur unclear issues with Speech Dispatcher interaction or so, we can
discuss them if there are any.
