Dispatcher bug: espeak 1.31, ssml and ampersand

Hello Jonathan,
First, thank you for writing ESpeak!  This is a great synthesizer, and
I use it exclusively.

I downloaded today's development version, and it speaks K&R
perfectly.  However, when I use lowercase letters, ESpeak only says "k".
