You will have no luck, provided you want to use SD outside Emacs.
Download the latest either by using the SVN trunk or download the latest
stable one, 3.10.

If you talk about speechd-el, try to get the very latest version, either
via aptitude or download the source at:
http://www.freebsoft.org/

In general see the syslog, but you can specify a debug level and
output. Type:
brltty -H |less
for more details or check the manual.
Note: This is for brltty in general. In case of Speechd-el I don't know
where you can find error messages.
