if I remember correctly, this is because of Debian policy. The IBM
driver needs to compile against some library, either the original
or a special development kit which is released under LGPL.
The problem is this development kit doesn't really do anything
useful without the proprietary synthesizer and thus a package
for it cannot be included in Debian. As a consequence, the IBM TTS
driver can't be compiled in Debian and can't enter the Debian
package.
I hope all works well. The IBM TTS driver is known to have
some problems.
