dot.conf v1.3 is out

All,

I was able to contact the original author of Dotconf regarding some bugs
I found in the code, and he asked me if I would take over the project.

So, I have, and dotconf 1.3 is out.

This release fixes some issues with memory leaks and fixes how include
files are processed so that the default location where they are read is
the same as the configuration file which includes them unless
DC_INCLUDEPATH is set in the environment.

This release also adds support for floating point values as arguments to
the configuration options.

The tarball can be downloaded from
http://files.opentts.org/dotconf/dotconf-1.3.tar.gz and the git
repository is at git://git.opentts.org/dotconf.git.
