I'm confused as well. :D
ISO-8859-2 didn't work for me.
It fails while you are doing make distcheck for unknown to me reasons.
I have looked at wiki and seen that ISO-8859-16 supports Czech as well.
I have decided to change to it and try and it worked.
I did not investigate any further.
