Yes, it is included. You have to just upgrade your speech-dispatcher with the
version from PPA, and as a result, it pulls pico as a dependency including all
its 6 voices (incl. the en-GB one). You should see the UK voice in the list of
voices in Orca after selecting pico synthesizer. What Ubuntu release are you
using? Currently the PPA is only for Maverick (10.10), but I can quickly update
it to include Lucid (10.04) or Natty (11.04) version of packages if you are
using these versions.
