dotconf dependency in speech-dispatcher-0.8-beta1

hi,

I'm trying to build speech-dispatcher-0.8-beta1 on Ubuntu precise and I 
hit the following during ./configure:

   Requested 'dotconf >= 1.3' but version of dotconf is 1.0.13

If I edit the configure.ac and reduce the dependency to 1.0.13 and rerun 
autoreconf then the build is still successful.

Is it possible that the declared dependency is higher than it needs to be?
