custom filters in ibmtts

Hi,
Afaik three years ago some patches were accepted for ibmtts module which breaks
other packages except voxin.
The voxin folks have created some custom filters which are _not_
part of the binary ibmtts synth.
Their installation scripts copies the puncfilter.so during the installation and
activates it in eci.ini.
The ibmtts module contains no checks if these custom files are available.
The module tries to load it every time.

If someone tries to use the ttsynth package (not voxin) the ibmtts module will
produce  garbage when swiching punctuation mode.
Could you please remove the puncfilter stuff or make it configurable in 
ibmtts.conf?
