It is known that Speech Dispatcher stays running after you log out of your
session. As for not being able to get speech again when logging out and back
in, I have not been able to reproduce that myself.
As for the former issue, I have code here that addresses it, but is tied up in
some other functionality changes that I need to test some more first.
