How to set options of commands called by browser?

Have used spd-config -u to create a user configuration file for
speech-dispatcher.

For the purpose of parsing SSML set at SpeechSynthesisUtterance, how to
configure setting -x option of spd-say or -m option of espeak as default
for user when the command is called by window.speechSynthesis.speak()  from
Chromium browser?
