Well, I think for security you would first want festival to use a unix domain
socket if local only communication is required. Then you could use systemd
socket activation.
The easiest short term solution may be to have a config option in the festival
driver, and if set, the speech-dispatcher festival module starts festival and
monitors it and shuts it down when done.
