Well, I have found a way which is to start the ossp daemon before
starting cicero.

I have packaged ossp, cf.:
http://slackware.uk/slint/x86_64/slint-14.2.1/next/source/ossp/

There is caveat, cf.

Maybe it's an overkill to make a package just to provide one French
voice, but ossp can be used for other legacy audio apps.

I have yet to try cicero in context (spd+ a MBROLA voice), but
am confident this should work.
