I can indeed reproduce the issue with

spd-say -o espeak-ng -l '' foo

I can make speech-dispatcher default to e.g. english in that case, but
it seems there is something wrong happening on the orca side that makes
it request an empty language name. An orca debug log would probably help
to know what happens there.
