The log notably says
Exec of module "/usr/libexec/speech-dispatcher-modules/sd_rhvoice" with config
"/etc/speech-dispatcher/modules/RHVoice.conf" failed with error 2: No such file
or directory
You indeed configured RHVoice.conf in your speechd.conf, but it seems
/usr/libexec/speech-dispatcher-modules/sd_rhvoice is not installed, do
you have the sd_rhvoice binary installed somewhere?
