I responded privately, but this part I think is generally applicable:

To have a chance you need more experience.  One possibility is to pick one or 
two open-source
projects that interest you and that you want to learn more about.  You should 
start now - or
at least this Summer.  Spend time using the project, study the code and its 
issues, and
follow the mailing lists.  If the project has an issue or to-do list, pick one 
of the simpler
ones, and try to solve the problem - without asking to get paid.  Ask questions 
- but not too
many - and wait until you have concrete question.  Preferably wait until you 
have some
experience using the project and have studied the code and the documentation. 
Your goal is to be a valued
member of the community, who asks intelligent questions, and contributes useful 
That is useful experience in itself - regardless of any future GSoC intership.
