I'm not sure this is exactly why tk_NumMainWindows was undeclared;
but, it might be a start.
The lines:
> checking for tclsh... (cached) 1
> configure[1190]: tclsh: not found.
should be the indicator. It seems as if you don't have
tclsh in your path (despite what the "checking for" said).
Do a which tclsh and see if anything pops up.
