Depends. Mouse cursor or textfield cursor?
You can have *some* influence on the mouse cursor, by attaching
draggable sprites to the cursor.
You can't change the textfield cursor, however, apart from slightly
tuning it's vertical size by modifying the font parameters (ascent,descent,
leading).
These are Flash's limitations, btw., not swfc's.
