No, stories like yours point us to usability problems. So they are
indeed quite important to developers.
We already thought about adding a druid that would lead the user through
the addition of a repository: e.g. selecting official mirrors, setting
up a local repository. But our TODO is long and we haven't yet found the
time.
It would be nice if one of the developers familiar with aptRPM could
write an implementation for the rpmDIR. I would like to see a menu item
"Add local repository..." in the menu "file".
On RPM systems we also could install single local RPM files. So there
could be a menu item "Install local package...", too.
It is a pity that these features are not supported by APT of Debian.
