At startup.

Yes, I'll add a option in the preferences that be something like this:
"Check when last package list reload performed on startup: [Yes|No|Auto]"
where auto will automatically call update if the package list is
outdated.

Yes, it is already, but no GUI exisists yet for this option.

I changed this in the dialog as well. It's now "package lists".

Right. The only information we get from the first stage is that the
package list changed. What kind of change etc we don't know.
