Hi all
I have available a set of Tetum Dictionaries via the dict protocol.
the URL is

adlali.dnsdojo.net

for Linux and similar:

$ dict -h adlali.dnsdojo.net  diak bibi

(for example gives :

tet-eng-dictionary [tet-eng-dictionary]:

  di'ak
     good
     well

1 definition found

tet-eng-dictionary [tet-eng-dictionary]:

  bibi
     goat

)

This is running on my home ADSL connection so it won't be the fastest
thing you ever accessed. (its a dynamic DNS hostname so you must use
the human readable URL.. sorry.

The are dict clients for all Unix/Linux type Operating Systems
including MacOS X
http://www.ropersonline.com/dict/

and some even for Windows.

http://www.magicaljellybean.com/dict.shtml

The windows clients normally use perl or python for operation.

NB. I have no access to Windows or MacOS so can't really recommend
these other than to say they exist.
Search about on

http://www.dict.org/links.html

for a package that suits..

By The way...
Debian or APT based Linuxen :
sudo apt-get install
sudo yum something similar

rpm and source packages are out there as well.

I will happily update or add to this dictionary.
