I can't see why
/usr/bin/env perl
would be better than the path of the executable.
Because then installing texi2html on system X and moving it to system Y
simply by copying files is more likely to work.
And, me turn that question around: why is better to include the path of
the executable? Prima facie, /usr/bin/env will work on more systems
than any particular /usr/bin/perl, /usr/local/bin/perl,
/opt/foobar/perl, etc.
