I know nothing about cygwin, but I can tell you what TeXmacs does
when printing a file. If "cmd" is your printing command (usually "lpr"),
then TeXmacs creates a temporary postscript file like "tmp.ps" and
then issues the shell command "cmd tmp.ps". That's all.
