[Texmacs-dev] Error message on tm-1.0.2.3

When starting texmacs-1.0.2.3, I get the message

AFAICT this is harmless, but I am reporting it anyway, because it does 
not appear with texmacs-1.0.2.2. It is not obvious to me what is causing 
it. The tm-server.scm file has not changed, nor has the definition of 
get-locale-language, as far as I can see. Guile-version is 1.6.4.
