It's very simple to create this kind of association.

i live in Toulouse, France, and i can help you :

1) i have wrote a web page "how to create an association", in french, in this website
http://SaintHilaireWeb.free.fr 
clic on "assoctaions" (vertical menu, on left side of the screen)
then clic on "memento" (horizontal "associations'menu")


2) if you need the paper to fill in, given by "la Préfecture", i can ask for it myself...
