Since your question looks like a question "is it reasonably feasible
without too much effort", instead of a request "can I have it please
please please", I'll answer the question:

It should be fairly feasible. You just need to define a new
anchor-like macro, and use that new macro in place of the standard
one. You might be able to just redefine the anchor macro in your
package to do what you want.
