I have never seen an automake-based build system rebuild anything when
immediately  rerunning make,  but  since since  TeXmacs  does not  use
automake, just autoconf, then all bets are off.

Perhaps it's due  to the Qt part of the build?   I'm still running X11
TeXmacs  so I  wouldn't know.   We really  need the  OP to  give  us a
complete log of what make does for them.
