sorry i misunderstood your message, now i understand, your code automates
compiling c sources with MinGW or tcc whichever each c source code wants
to compile it. anyway, my problem in conditional compilation is solved.

I see. I misread your question. I thought you wanted to compile some
with gcc and others with tcc and link them together and control that
within the source files instead of having separate build rules.
