I don't see that. In win32:

 .\tcc.exe ..\tcc.c -o tcc1.exe -lkernel32
 .\tcc1.exe ..\tcc.c -o tcc2.exe -lkernel32
 diff -s tcc1.exe tcc2.exe
 Files tcc1.exe and tcc2.exe are identical

Can you build and run the examples?

Yes, it can build and run the examples without problems.

I've put some debug outputs to show where the spot is. It crashes when calling tcc_define_symbol in the tcc_new(), line: 9999
