Well, my "fix" only caused more problems anyway.
The problem was in tramp-handle-shell-command. M-! in a tramp
buffer should execute the command on the remote box. I found
that when I tried M-!, I got the message
"tramp-handle-shell-command called with non-tramp directory:".
