Maybe it's worth a try to check the combinations GNU Emacs 21.3.50.1
and tramp 2.0.48 as well as GNU Emacs 22.0.50.3 and tramp 2.0.39. Just
for curiosity.

Oops, that's because of me. I've extended `tramp-submit-bug' for
appending attachments, but didn't check mml properly. I'll commit a
patch to tramp cvs.
