None. Use tramp-default-proxies-alist.
Maybe we can check your needs concretely; likely the configuration is
not such convoluted as it looks like.
Starting with Emacs 23.1.91/23.2 you could use eshell, which configures
tramp-default-proxies-alist silently in the background.
