I have attached the debug buffer for level 6 verbosity.  (It contains some odd characters that I can't paste directly into this message).

Well, could you please perform (setq tramp-verbose 6)

Then rerun the test. There will be a Tramp debug buffer "*debug
tramp/scp address@hidden", which you might show us.
