As it stands now, yes.  But this will change soon, before the build job
runs on fp.

    Do you mean something like VCS?  If so, please make it consistent
    and use $(CVSSKIP).

I understood your proposal for VALIDATE=(yes|no) as similar to
VCS=(always|yes|no) and I planned to implement it in a similar fashion
with a $(VALIDATESKIP) variable.  It makes no sense to use $(CVSSKIP)
because this way validation commands would be controlled by the value of
VCS, which is not what we want.

    Also, there's no need to check for "no", it should be the default
    (and == empty string).

I meant the default behaviour will be as if VALIDATE=no.  Of course, you
are right about the implementation details.
