Ah, yes!  I forgot.

I wanted to wait 4 more days so that this release migrates to testing,
just in case there is a serious bug.  But we're still in testing
phase, so I'll relax this personal rule and will install it on fp
shortly.

That's a bug in Build.PL, where the installation path for translations
and manpages is hardcoded:

      install_path => {po => $base.'/locale', man => $base.'/man'},

That's the only way on fencepost anyway.
