There's an internal-to-the-FSF one for en.windows7sins.org.
I have asked the FSF sysadmins to make one for translations.

No. That's just a site to explain our translation efforts.
3) How are the pages constructed? I.e. what is the sequence of the
#include directives, e.g.
foo.inc
bar.inc
baz.inc
mumble.html
mumble-more.html
zardoz.inc
Most of the pages are made like this:
top.inc
nav.inc
article.html
article-more.html
base.inc
The homepage is built differently:
top.inc
nav.inc
For each of the seven sins:
=block-of-HTML=
article.html
=end block
=block of HTML=
article-more.html
=end block
then a bunch of include files.
I will put all this into SVN when it's up and running, which might be
today, or later this week/early next week.
Everything is HTML 4.01 strict.
