Ah, I see! So the problem is that GNUN doesn't support translating the
#include SSIs? Right. We could add that feature to GNUN, or add a
post-commit script that would replace
<!--#include virtual="/philosophy/philosophy-menu.html" -->
with
<!--#include virtual="/philosophy/philosophy-menu.LOCALE.html" -->
in every translation.

Again, I don't know how it works, but I think it would be much nicer
to have a simple include instead of the entire copyright notice in
every document. Unless I'm not getting something right about the
notice (e.g. it's very page-specific and hardly really repeated).
