It's just due to the way I designed the locale support.  I had in mind 
that I'd be editing a mixture of files in the old locale encoding and in 
the new (that's one reason).  Another reason is that for the short term 
there's the character-class support in vile which is only for 8-bit 
encodings (partly for efficiency, partly to do things in phases).

Now I'm working to fill in this hole (so we don't _need_ the narrow locale 
to be installed).  There's enough data in the wide-locale at runtime that 
I can initialize the tables, etc.
