i don't think either of those things is necessary.  seems to me
that if the user has set their $HOME-based dot-files to allow
group write, then they have a reason.  insecure dotfiles in other
places (i.e., current dir) should probably be more-stringent, and
turning on popup-messages when one is discovered (and is being
ignored) is probably the best solution i've heard.
