Details:

Pidgin has a feature that filters /join/part/quit messages intelligently
based on who is currently active in the discussion on a channel.

For example: If a person(s) said something in a channel, they would be
flagged and their quit/part/join messages would be shown for the next 5
minutes or so.

Everyone else who is currently not active in the discussion would have their
/join/part/quit messages filtered out.

It's something along those lines.
