Details:

buffer_string_replace_local_var is missing in the script api, even though is
documented in the plugin_api and scripting docs. Fixing this looked easy
enough, so I made a patch.

works in python and perl, but couldn't test with ruby or lua (don't have
compiled support) nor tcl (didn't understand the language)
so please review.
