I believe res_mkquery() let us create the whole packet itself - not just the 
payload. isn't it?

Umm, well, I just wanted to know which URL is to be passed to the get() and 
iri_parse() functions in our DoH context. I didn't understand much from the 
documentation of these functions on whether I should be giving in server URL or 
the client URL to be resolved.
